Strategic Planning and Management
Hacettepe University started to improve its quality of service with strategic planning and performance-based revolving fund management applications within the scope of total quality management studies that were initiated in our university hospitals in 2000.
Meanwhile, the State’s High Planning Council has launched a pilot work in eight public institutions in 2005 in order to expand strategic planning efforts in all public institutions. In this context, Hacettepe University became the first Turkish university to officially launch its Strategic Plan studies. Our university has developed 5 Strategic Plans since 2005.

Our university develops plans and strategies for the future with all internal and external stakeholders and prepares Strategic Plans covering a period of five years in order to maintain its existence without sacrificing quality and to reach the vision it has determined.
Hacettepe University Strategic Management Process
In the strategic plan preparations of our university, the vision that will enable us to go further and the mission that meets the current situation has been determined. Our university has prepared its first mission and vision with our first Strategic Plan, 2005-2008 Journey to Perfection. Later, in its Strategic Plans covering the 2007-2011, 2013-2017, 2018-2022 and most recently 2023-2027 periods, the mission and the vision were updated in order to adapt to the changing conditions.

The units of our university prepare Unit Strategic Plans in order to determine their own unit goals within the framework of the visions they want to achieve.
The University Strategic Plan is prepared by the Strategy Development Board consisting of academic and administrative staff representing the units of our university. The Board is determined again in each plan preparation period and carries out the plan studies for that period. The Strategic Plan of our University is approved by the Presidency of Strategy and Budget and the Board continues its duty until the plan is published at the beginning of the term.
The task of the Strategy Development Board ends after the Strategic Plan is published. After the Strategic Plan is put into effect, the status of the realization of the targets is monitored by the Strategy Development Department. In the monitoring and evaluation process, the main responsibility belongs to the Rector. A Strategic Plan Monitoring and Evaluation Board is established to carry out this task on behalf of the Rector. The monitoring and evaluation process ensures corporate learning and continuous improvement of activities. Therefore, the monitoring period is the most important element of strategic management.
The Strategy Development Department receives and consolidates the realization results from the problematic spending units in the targets in the strategic plan monitoring and reports them to the Strategic Plan Monitoring and Evaluation Board. The Board evaluates the plan period in the light of the information received from the units.

Hacettepe University Strategy Development Board (HÜSGEK)
Unit representatives are formed under the chairmanship of the Rector in the Strategic Plan preparations. It carries out the preparatory work for the plan, finalizes the plan and brings it into a form to be presented to the Presidency Strategy and Budget Directorate. Their duties continue until the necessary arrangements are made with the feedback received from the Presidency and brought to the publication stage.
Hacettepe University Strategic Plan Monitoring and Evaluation Board (HÜSPİDEK)
After the Strategic Plan is published and put into effect, it is implemented under the chairmanship of the Rector. It evaluates the realizations in the plan and determines the measures to be taken.
Strategy Development Department (SGDB)
It carries out the task of secretariat in the preparation, monitoring and evaluation of the Strategic Plan. The department is the principal owner of all processes after the Rector. It provides coordination between spending units and boards. It collects the data required by the board in the plan studies, consolidates it from the spending units and presents it to the board. It constitutes the corporate memory of the Strategic Plan studies.

The unit conducts strategic plan studies. The university works with SGDB in collecting the necessary data required by HÜSGEK for strategic planning studies. After the plan is published, it cooperates with SGDB in monitoring the indicators that fall under its responsibility during the monitoring phase.
Internal and External Stakeholders
The most important factor in converting the knowledge produced by universities into products, technologies and services, knowing the needs of the society and conducting research in this direction are their stakeholders. Since the stakeholders are individuals, groups or institutions that are related to the university's products and services, directly or indirectly, positively or negatively, or affect the university, their views are important in the preparation and monitoring stages of the plan.
Monitoring and Evaluation Report
After the plan is put into effect, the data from the spending units are consolidated in SGDB and a Monitoring and Evaluation Report is prepared. The report containing the evaluation results of the plan is annually submitted to the Presidency Strategy and Budget Directorate after the approval of the rector. The report is reviewed by HUSPIDEK for the necessary interventions to the targets that cannot be achieved and the necessary measures are taken.
Activity Report
Institutions prepare Annual Reports once a year to ensure financial transparency and accountability within the framework of Article 41 of the Law No. 5018 and the "Regulation on Activity Reports to be Prepared by Public Administrations". The report includes general information regarding the institution and the realizations during the year. While the spending units prepare the Unit Activity Report, they prepare the Administration Activity Report based on the SGDB Unit Activity Reports on behalf of the University. Strategic plan evaluations form the basis of the Annual Report.
